Britain, France, and Germany have formally notified the United Nations that they are prepared to reimpose Iran sanctions if no diplomatic solution is reached by the end of August.
In a joint letter to UN Secretary-General Antonio Guterres and the Security Council, the three nations, known as the E3, said they remain committed to preventing Iran from developing nuclear weapons. French Foreign Minister Jean-Noel Barrot stated that Iran must not be allowed to acquire such weapons “under any circumstances.”
The letter outlines the possibility of activating the “snapback mechanism,” a provision in the 2015 Joint Comprehensive Plan of Action (JCPOA) that allows the restoration of UN sanctions if Iran breaches the deal. These sanctions, lifted a decade ago, include global arms embargoes, restrictions on nuclear technology, and banking limits.
The warning comes after Iran halted cooperation with the International Atomic Energy Agency (IAEA) following a 12-day conflict with Israel in June. During the fighting, Israel and the United States targeted Iranian nuclear facilities, prompting Tehran to restrict access for international inspectors.
E3 ministers stressed that they are ready to trigger the snapback unless Iran returns to negotiations or agrees to extend the current diplomatic window. They accused Tehran of building a uranium stockpile more than 40 times the limit allowed under the JCPOA, calling this a clear violation of the accord.
The original nuclear agreement, signed in 2015 by Iran, the E3, the United States, China, and Russia, aimed to limit uranium enrichment in exchange for sanction relief. However, the U.S. withdrew from the deal in 2018 under President Donald Trump, reinstating American sanctions.
Iran denies seeking nuclear weapons and has argued that the European powers have no legal basis to restore UN measures. In response, the E3 insisted they have “clear and unambiguous” grounds under UN resolutions to act if Iran fails to comply.
The JCPOA is set to expire in October 2025, making the coming weeks critical for any breakthrough in talks.
