The second phase of receiving Hajj 2026 applications has officially started in Pakistan. The Religious Ministry confirmed that this process will continue until Saturday, August 16, 2025. Applications can be submitted through the Ministry’s online portal or at designated banks across the country.
This new phase is notable because it allows unregistered pilgrims to apply for the first time. Previously, only registered applicants could participate. Overseas Pakistanis are also eligible to apply by sending their applications through close relatives in Pakistan. However, those living abroad must provide a medical fitness certificate upon arrival in Pakistan for Hajj.
During the first phase, Pakistan received over 71,000 applications from intending pilgrims. Muhammad Umar Butt, a spokesperson for the Religious Ministry, stated that applications submitted online and at banks have already crossed this number. He added that the second phase includes the payment of the first installment of Hajj expenses along with the application.
According to the new policy, 70 percent of Pakistan’s Hajj quota is reserved for the government scheme. The remaining 30 percent is allocated to private tour operators. The total quota assigned to Pakistan is 179,210 pilgrims, which is split between 119,210 under the government program and 60,000 for private tour groups. This quota is still awaiting final approval from Saudi Arabian authorities.
This structured approach aims to provide more opportunities for pilgrims and streamline the application process. It ensures that both registered and unregistered applicants have a fair chance to perform Hajj in 2026.
